UK and France to Deploy Forces to Ukraine should a Ceasefire Accord is Agreed

The British and French governments have formalized a declaration of intent concerning the positioning of military forces in Ukraine should a ceasefire be made with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has stated.

After negotiations with Ukraine's allies in the French capital, he indicated that the two nations would "set up military hubs across Ukraine and construct secure facilities for weapons and equipment" to deter any potential incursion.

The coalition members also put forward that the America would take the lead in monitoring a truce.

Russia has on multiple occasions stated that any foreign troops in Ukraine would be considered a "legitimate target", but has so far not responded on this new declaration.

The Situation and Continuing War

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russia at this time controls about 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to be alongside Ukraine for the foreseeable future," commented Starmer.

National leaders and top officials from the "Coalition of the Willing" took part in Tuesday's talks.

Addressing reporters at a shared media briefing, he noted: "It paves the way for the juridical structure under which British, French, and partner forces could function on Ukrainian soil, protecting Ukraine's skies and seas, and regenerating Ukraine's military for the future."

The PM went on to say that London would be involved in any Washington-directed monitoring of a possible ceasefire.

Security Guarantees and Negotiation Stances

Lead Washington representative Steve Witkoff stated that "lasting safety pledges and substantial reconstruction vows are vital to a lasting peace" in Ukraine – referring to a key condition made by Ukraine.

He said the allies had "largely finished" their work on agreeing such assurances "to ensure the citizens of Ukraine know that when this war ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also was involved in the talks.

At the same time, French President Emmanuel Macron stated that Ukraine's allies had made "major advances" at the negotiations.

He added that "robust" defense assurances for Kyiv had been agreed in the event of a possible ceasefire.

President Volodymyr Zelensky stated that a "significant development" had been made in the negotiations, but cautioned that he would only view efforts to be "adequate" if they resulted in the cessation of the fighting.

Earlier, he suggested a peace agreement was "90% ready". Settling the outstanding 10% would "decide the future of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of key disagreements for the parties involved.
  • The Russian President has consistently stated that Kyiv's military must pull back from all of Ukraine's eastern Donbas or Russia will take control, refusing any compromise over how to finish the war.
  • Kyiv has thus far excluded surrendering any territory, but has floated the idea that Ukraine could withdraw its troops to an agreed point – but only if Russia follows suit.

Moscow currently occupies approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The areas form the heartland of Donbas.

The initial US-led multi-point peace plan that was circulated to the media last year was viewed by Ukraine and its European allies as being heavily skewed in Russia's direction.

This led to weeks of focused diplomacy – with the involved parties trying to revise the document.

The previous month, The Ukrainian government sent the US an new 20-point plan – as well as additional documents describing potential defense assurances and plans for Ukraine's recovery, he said.
