Hong Kong Detains Thirteen on Suspected Charges of Involuntary Manslaughter Over Residential Blaze

Authorities in the city have taken into custody thirteen individuals on suspicion of involuntary manslaughter related to the recent devastating fire, amid growing criticism over the arrests of civilians demanding accountability.

Search Continues as Fatalities Climbs

Rescue teams continued to search through the seven towers of the Wang Fuk Court residential area in the Tai Po district on the start of the week, following the city’s deadliest fire in seven and a half decades. The number of fatalities reached one hundred and fifty-one and is expected to rise further as the search goes on. Approximately forty people are still missing.

Construction Work Connected with Fire’s Cause

The estate, home to nearly 5,000 people, had been undergoing major refurbishment that have been linked to the fire’s cause. In the wake of the tragedy, public fury has escalated over alleged previous safety breaches by the construction company working at the location and poor oversight of standards, fuelled by revelations that occupants had been complaining about the renovations for a twelve months.

Those Detained Include Company Directors

On the afternoon of Monday, authorities said anti-corruption authorities had detained thirteen people over the disaster so far, including the directors and an engineering consultant of a construction company, and had “immediately begun a thorough probe along the lines of involuntary manslaughter”.

Safety Failures Uncovered

A top administrator stated that 7 of twenty tested specimens of the mesh netting used around the buildings did not meet fire-retardant standards. Initial testing had found samples were up to code, but the spokesperson said the less expensive, substandard netting had been installed in areas hard to reach in order to avoid discovery, describing it as a “deplorable deed”.

“They just wanted to profit at the expense of people’s lives,” he said.

Citizens Detained Amid Calls for Accountability

As allegations of safety lapses mount, alongside revelations that official bodies had issued multiple apparently unenforced warnings, the public have questioned why no government figures have yet been held accountable. Conversely, two civilians were reportedly arrested by security forces.

One individual, identified as a Hong Kong student, was detained over an online petition that made “four demands” for guaranteed support for the victims and accountability for those at to blame, including any corrupt or responsible government officials.

Local media said the student was detained for “inciting disaffection”. Police did not confirm the arrest, saying only that they “will act according to the situation and in compliance with the legal framework”.

News outlets also covered the detention of a ex-local representative.

Government Statement on Arrests

Asked about the arrests, the secretary of security said there had been “misleading statements online” that were intended to undermine national security. “Therefore, we must take necessary steps, including police action,” the official told a media briefing. “Specifics of the operation cannot be disclosed as they involve national security.”

Public Reaction and Comparisons Drawn

On Hong Kong social media, people criticised the arrests of civilians. “State security must be given precedence even if the dead are still buried in the structure,” said one.

Some commenters made parallels to mainland China. “The mainland, these crimes are called ‘picking quarrels and provoking trouble’,” said one commenter. “They are typically met with severe penalties. Social order overrides everything.”

Another said: “Now that we are aligning with the mainland’s methods, by dealing with the person who raises the question, nobody will dare to ask, and therefore Hong Kong’s governance will have no problems.”

Increased Scrutiny and Community Response

The detentions came after advisories by national security authorities that they would crack down on anyone considered to be using the tragedy to incite “anti-China” sentiment.

Prior to the arrests, officials had already begun showing increased vigilance to the community response. Since the quelling of earlier protests, civilian gatherings have been strictly regulated. In the immediate aftermath, community volunteers quickly organized relief efforts, with hundreds of people using vehicles and public transport to bring in mountains of clothes, supplies and other essentials for the victims.

Nevertheless, by evening, officers were monitoring the vicinity, and public authorities eventually assumed control from the community coordinators.

The petition over which the student was reportedly arrested was launched on Friday evening. Its “four points” echoed the language of past protest movements but did not advocate political change.

The individual told media that he was only “proposing fundamental demands”.

“Should these suggestions are considered seditious or ‘transgressive’, then I feel I cannot foresee the consequences of any action any more, and I can only do what I truly believe is right,” he stated.
