English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a latest poll of local authorities, UK councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a fire sale of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that six out of ten of councils are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of councils attempting to raise money from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would focus on service redesigns and using savings to weather increasing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Rises and Wider Fiscal Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise local levies next spring to address the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of county councils this week also found local finances being stretched by the increasing figures of young people and adults needing special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and need,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
