Congressional Republicans Back President's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators floated a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the longest closure of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As weekend meeting got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Multiple Republican senators welcomed the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Opposition lawmakers shared concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another senator reacted to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? In that case I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of centrist lawmakers to end the closure in return for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and extend the payments for a year.

Another leading Democratic senator persisted in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the tax credits.

"Inaction is irresponsible because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Political Situation

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.

Several observers suggested that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
